H.E.A.L. Human Trafficking Task Force

Human trafficking does not stop at a city limit, county line, or state border—and neither should the law enforcement response.

The H.E.A.L. Human Trafficking Task Force is a collaborative law enforcement initiative serving Huron, Erie, Ashland, and Lorain counties. By bringing together investigators, law enforcement agencies, prosecutors, community partners, and victim-support resources, H.E.A.L. provides a coordinated regional response to human trafficking and the exploitation of vulnerable people.

Our Mission

The mission of the H.E.A.L. Human Trafficking Task Force is simple: identify and protect victims, aggressively investigate those who exploit them, and hold traffickers accountable.

Human trafficking often happens out of public view. Victims may be controlled through violence, threats, manipulation, addiction, financial dependence, isolation, or fear. In many cases, a person being trafficked may not immediately identify themselves as a victim or may be afraid to seek help.

That is why successful human trafficking investigations require more than making an arrest. They require patience, specialized investigative techniques, cooperation among jurisdictions, and an understanding of the circumstances that can make individuals vulnerable to exploitation.

A Regional Approach

Traffickers do not concern themselves with jurisdictional boundaries. A single investigation can involve victims, suspects, hotels, residences, vehicles, electronic communications, and financial activity spanning several communities or counties.

H.E.A.L. allows participating agencies to share information, intelligence, investigative resources, and expertise. This regional approach helps investigators recognize connections that might otherwise go unnoticed and allows law enforcement to respond quickly when an investigation crosses jurisdictional lines.

Simply put, four counties working together are stronger than four counties working separately.

At the center of every H.E.A.L. investigation is a human being.

The task force works to identify individuals being exploited and help move them from a position of vulnerability toward safety. Whenever possible, investigators work with community and victim-service partners so survivors can be connected with appropriate resources and assistance.

At the same time, H.E.A.L. maintains an aggressive investigative focus on the individuals who profit from exploitation, facilitate trafficking, or prey upon vulnerable people.

Prevention Through Awareness

Law enforcement cannot fight human trafficking alone.

An informed community can be one of our strongest partners. Family members, friends, educators, medical professionals, hotel employees, business owners, and ordinary citizens may notice warning signs long before law enforcement becomes involved.

Something that does not look right may be worth a second look.

We encourage residents to remain aware, report suspicious circumstances, and remember that the individual who appears to be committing an offense may, in fact, be someone being controlled or exploited by another person.
